Mark Soifer, Public Relations Director for the City of Ocean City holds the message cast into the ocean during an Ocean City summer contest was discovered 24 years later after this month's coastal storm. A hotel in North Carolina discovered the message, written by summer visitor Heidi Kay Westler in 1985. Now the goal is to track down Heidi Kay Westler to award her prize -- a box of saltwater taffy.
